Moving in & moving out PLAN YOUR MOVE

A smoother move starts with a clear checklist. Use your lease and written move instructions for property-specific requirements.

Before moving in
  • Confirm the signed lease, move-in date, approved occupants, required payments and how keys will be delivered.
  • Ask which utilities you must open and which are billed through the property. Set start dates and keep confirmation numbers.
  • Review renters insurance requirements and any applicable exceptions with your property manager. Confirm coverage directly with your insurer.
  • Book movers, parking and any building elevator reservations. Keep medicine, identification, chargers and pet supplies accessible.
  • Use the move-in cost planner below to budget deposits, rent, utility setup and moving costs.
Find utility contacts →
Move-in condition & first-week essentials
  • Photograph each room, appliances, flooring and existing damage before unpacking. Submit your condition report through the process provided and keep a copy.
  • Report leaks, nonworking appliances and safety concerns promptly. A condition report is not a substitute for an urgent repair request.
  • Ask where the water shutoff is and how to operate it safely. Review alarm instructions, exits, trash collection, parking and mailbox access.
  • Confirm everyone can access the resident portal and that your contact details are correct.
Open the BCP resident portal →
Before moving out
  • Review your lease and obtain guidance on notice requirements before choosing a move-out date. A moving reservation does not end a tenancy.
  • Provide your notice through the required channel; ask for written confirmation of receipt and next steps.
  • Request move-out instructions, arrange cleaning and remove belongings and trash as directed. Do not leave furniture at community bins.
  • Photograph the final condition, return all keys and access devices as instructed, and provide a forwarding address.
  • Arrange utility transfers according to your lease and instructions; avoid an unintended service gap.

Understanding deposit accounting

A security deposit is separate from rent. Final accounting should explain deductions and any refund or balance; the result depends on the lease, documentation and applicable law. Normal wear and damage are different concepts. Ask for clarification in writing if you disagree with an item.

Keep move-in and move-out photos, notices, receipts and correspondence. Do not assume the deposit can replace the final rent payment.

Maintenance & home care CARE FOR YOUR HOME

Know whom to contact, what to include and how to help prevent small issues from becoming larger repairs.

BCP maintenance: 503-446-8293 · Submit a routine request in the resident portal. For properties managed by another company, contact your own manager.
Urgent problem or routine request?

Fire, immediate danger or a carbon monoxide alarm: get to safety and call 911. Do not wait for an email reply.

Suspected natural gas leak: leave the area, avoid ignition sources and call NW Natural from a safe location: 800-882-3377. NW Natural safety instructions.

Active flooding, sewage backup, an unsecured exterior door or loss of essential service: call maintenance promptly and explain the immediate risk. Avoid standing water near electrical equipment. Close a known, safely accessible water shutoff only if you can do so safely.

Routine issues: submit a portal request with photos. A dripping faucet, cabinet adjustment or appliance issue can still require attention; tell us if conditions worsen.

Send a repair request that gets the right information to the team
  • Include the property address, unit, best callback number and the exact location of the issue.
  • Describe what happened, when it started, whether it is getting worse, and whether anyone’s safety or essential service is affected.
  • Attach one wide photo and one close-up. Add an appliance model label photo only if safely accessible.
  • Describe any access constraints, pets or accommodation needs. Arrange entry with the team; submitting a request is not blanket consent for entry at any time.
  • Keep updates in the same request when possible. If the issue becomes urgent, call maintenance.
Filters, ventilation, leaks & pests
  • Follow the equipment instructions and your property’s guidance for filter size, type and replacement schedule. Ask before accessing unfamiliar equipment.
  • Use installed exhaust fans while cooking or bathing and report fans that do not work. Report persistent dampness, staining or visible growth.
  • Report running toilets and slow leaks promptly. Do not wait for the next inspection.
  • Keep food sealed and waste contained. Report pest activity with its location and photos; ask before using chemicals or arranging treatment.
  • Do not open electrical panels, work on gas equipment, climb onto roofs or attempt repairs outside your ability.
Seasonal care calendar

Fall: report drainage and gutter issues, review heating operation and confirm freeze-weather instructions.

Winter: follow property guidance for heat and exposed plumbing; report loss of heat or suspected frozen pipes promptly.

Spring: report winter damage, leaks and emerging pests; review outdoor maintenance responsibilities.

Summer: prepare for heat and smoke, follow cooling-equipment instructions, and keep exits unobstructed.

Follow manufacturer instructions for alarm testing and report deficiencies. Portland Fire & Rescue: CO alarm information.

Applying & understanding your rental RENT WITH CONFIDENCE

Start with clear screening information and ask questions before paying fees or signing documents.

Find a home & prepare your application

Review the listing and BCP screening guidelines before applying. Confirm availability, rent, deposits, application charges, utilities, pet policies and any property-specific requirements.

  • Use the application linked from the verified listing. Provide accurate information and respond to document requests through the secure application process.
  • Ask what happens next and how to check application status. Availability and processing time vary; an application is not a guarantee of approval.
  • Request language or accessibility assistance if needed. Contact the office rather than sending identification or financial records to a general email inbox.
Find available rentals →
Avoid rental scams

Scammers can copy genuine photos and listings. Verify the address and company independently, confirm who is authorized to rent the home, and understand the agreement before sending money. Be cautious of pressure to pay immediately, unusually low prices, and demands for gift cards or cryptocurrency.

Verify a listing claiming to be BCP with our office: 503-929-7429.

Roommates, renewals & changes to your household

Contact your manager before a roommate moves in or out. A person moving out, returning keys or making a private agreement does not by itself establish release from a lease. Ask which application, approval and signed documents are needed.

For renewals, read the offer, dates and terms carefully. Request clarification before signing. For BCP forms and next steps, visit Apply / Roommates.

Insurance, pets & accommodation requests

Review policy limits, deductibles, personal property, liability and additional living expense coverage with an insurance professional. Your landlord’s policy generally does not replace your own coverage. Requirements and exceptions depend on law and your agreement.

Ask your manager about pet approval and property-specific terms. Disability-related assistance animal requests follow a different process from ordinary pet approval; ask how to submit an accommodation request securely.

BCP questions: info@bridgecitypm.com or 503-929-7429. You do not need to include private medical records in an initial general inquiry.

Owner education & property planning UNDERSTAND YOUR INVESTMENT

Clear records and realistic budgets help owners make informed decisions. Your signed management agreement controls the services, fees and approval terms for your property.

Read your owner statement

Start with the statement period and opening cash balance. Trace income received, expenses paid, management charges, owner contributions and distributions to the ending balance.

  • Check the rent roll and tenant ledger when you need to distinguish charges from money actually collected.
  • Review invoice descriptions and property allocations. Ask about unfamiliar expenses before drawing conclusions.
  • Separate operating cash, deposits, reserves and outstanding bills. A bank balance is not automatically the amount available to distribute.
  • Use the portal’s reports and contact the team with the property, statement period and specific line item.
Owner portal & resources →
Plan reserves, vacancies & major replacements
  • Build a budget for taxes, insurance, utilities paid by the owner, management, leasing, routine maintenance and vacancy.
  • Keep a separate capital plan for roofs, heating systems, water heaters, appliances, paving and other large items. Record approximate age, condition and planning estimates.
  • Review reserve needs when insurance, assessments or property condition changes. An operating reserve and a replacement budget serve different purposes.
  • Compare actual performance with the budget throughout the year; avoid treating advertised rent as guaranteed collected income.
Try the rental cash-flow planner →
Repair approvals & vendor work

Review the approval threshold and emergency provisions in your agreement. For larger projects, ask for scope, estimate, relevant alternatives, likely timing, warranty information and completion documentation. Compare the full scope, not just the lowest price.

Check contractor licensing and appropriate insurance for the work. Oregon CCB consumer tools and license-search guidance.

For BCP questions, ask for the property management or maintenance team at 503-929-7429.

Insurance & annual owner review

Tell your insurance professional how the property is actually used. Ask about rental-property coverage, liability, loss of rents, deductibles, vacancies, exclusions and separate flood or earthquake coverage where relevant.

  • Review lease expirations, inspection findings, open repairs and capital projects.
  • Confirm owner contact details, approved decision-makers and emergency contacts.
  • Review year-end reports with your tax professional; cash flow, taxable income and depreciation are different measures.
  • Verify any payment-account change directly through a trusted channel before sending bank details.

Multiplex, commercial & portfolio management LOOK AT THE WHOLE PROPERTY

Larger properties need a coordinated view of tenants, building systems, expenses and long-term plans. Residential and commercial rules differ; use the right agreement and professional advice for the asset.

Multiplex & apartment operations
  • Track occupancy, renewals, vacancy days, rent collections and recurring maintenance together.
  • Maintain a building-system inventory and service calendar for roofs, plumbing, electrical, heating, life-safety equipment and common areas.
  • Document common-area lighting, access, drainage, waste service and recurring resident concerns.
  • Build a phased capital plan to coordinate major work and resident communication.
Explore BCP property management →
Commercial leases & common-area expenses

Before comparing commercial spaces or income, identify base rent, additional rent, taxes, insurance, common-area maintenance (CAM), utilities, maintenance obligations and annual reconciliations. Triple-net (NNN) labels do not replace the actual lease language.

  • Confirm permitted use, zoning, occupancy approvals and any licensing needed for the proposed business before committing.
  • Clarify responsibility for HVAC, grease systems, plumbing, signage, shared areas and tenant improvements.
  • Track option deadlines, escalations, insurance certificates and reconciliation records.
  • Have qualified counsel review lease obligations; do not apply residential lease assumptions to commercial space.
A portfolio dashboard that answers useful questions
  • Which properties are vacant, behind budget or due for a large expense?
  • What work is open, who is responsible, and what decision is needed next?
  • Which leases, vendor contracts and insurance policies are approaching renewal?
  • How do net operating income, cash flow and capital spending compare across properties using consistent definitions?
  • Which building systems or compliance items need specialist review?

Contact BCP to discuss reporting and management for multiplex units, commercial complexes and larger portfolios: info@bridgecitypm.com.

Buying & evaluating a rental ASK BETTER QUESTIONS

Use conservative assumptions and verified property records. A promising asking rent is only one part of an investment decision.

First-rental due diligence
  • Compare realistic rental demand, condition, occupancy and competing properties; distinguish asking rent from achieved rent.
  • Request leases, rent roll, operating statements, utility obligations, deposit records, repair history and available permits.
  • Obtain inspections and estimates for deferred maintenance and major systems.
  • Review property taxes, insurance availability, HOA restrictions and assessments, financing terms and closing costs.
  • Confirm which residential, local or commercial requirements apply to this address and intended use.
  • Model vacancy and unexpected repairs as well as the expected case. Review the transaction with your lender, broker, attorney and tax professional as needed.
Understand the numbers

Gross rent: scheduled rent before vacancy and expenses. Net operating income: property operating income less operating expenses, before debt service and income tax; consistent treatment of reserves and capital costs matters when comparing properties.

Cash flow: what remains after the cash expenses included in your model, including debt service and planned reserves. It is not the same as taxable profit.

The planner below estimates monthly cash flow using the inputs you choose. It is a planning aid, not a valuation, financing quote or return guarantee.

Local housing rules & trusted sources KNOW WHERE TO CHECK

Reviewed October 13, 2026. These links support general education; requirements depend on location, property and circumstances. Get individualized legal advice before relying on a rule for a notice or dispute.

Oregon rent stabilization: 2026 and 2027

Oregon’s published maximum annual percentage for covered tenancies in the general rent-stabilization category is 9.5% for 2026 and 10% for 2027. Certain manufactured-dwelling and floating-home facilities with more than 30 spaces have a separate 6% limit.

These are not automatic permitted increases for every property. Coverage, exemptions, timing, notice requirements and local obligations must also be checked.

Portland rules are a separate check

A Portland mailing address does not always mean the property is within Portland city limits. Confirm jurisdiction before applying city rules. Review Portland’s renter protections, screening, security-deposit and relocation requirements where applicable.

Relocation assistance may be triggered by certain tenancy changes; exemptions and procedures matter. Start with the official city guidance rather than assuming a statewide rent cap resolves every requirement.
